Had you contacted us directly before posting this review, we would have welcomed the opportunity to discuss your concerns and provide clarification. Unfortunately, the review does not accurately reflect the challenges faced by the development or the work undertaken on behalf of leaseholders.
Service charges are calculated based on actual and anticipated expenditure, with supporting records available for review. Between 1 April 2025 and 6 August 2026, expenditure at the development totalled £777,502.28, much of which related to fire safety measures, insurance, repairs, maintenance and statutory compliance.
A significant proportion of these costs arose following the discovery of previously unidentified fire safety defects during a Fire Risk Assessment. As a result, a 24-hour Waking Watch was introduced in February 2026 until a compliant fire alarm system could be installed.
The suggestion that the Waking Watch was introduced due to a failed fire alarm system is incorrect. The existing system was no longer considered sufficient in light of newly identified fire safety risks, and the Waking Watch was implemented on professional fire safety advice to protect residents while a permanent solution was installed.
To help manage these costs, some non-essential services, including cleaning and grounds maintenance, were temporarily reduced while resources were prioritised towards emergency life-safety measures. These services were reinstated once the new alarm system was operational.
Several other comments also require clarification:
• Graffiti had been removed approximately six weeks before this review was posted. Any subsequent incidents had not been reported to us.
• Issues relating to rubbish and site appearance must be considered alongside ongoing vandalism, fly-tipping and anti-social behaviour caused by a minority of residents and visitors.
• Grounds maintenance was not reduced because residents were not paying service charges. Resources were temporarily redirected towards urgent fire safety measures, including a Waking Watch service costing in excess of £250,000.
• The communal biomass heating system was removed following fire damage and to avoid further maintenance costs. Since 2019, leaseholders had collectively paid over £307,000 towards a system known for frequent breakdowns and unreliability. The transition was managed alongside Preston City Council, and support was offered to affected residents.
• The alleged sewage leak was an underground burst pipe requiring excavation works and was addressed through the appropriate emergency and insurance channels. We have received no reports supporting claims of wildlife impacts.
• The Waking Watch Replacement Fund contributed approximately £160,000 towards the installation of the new fire alarm system. This funding was specifically for alarm installation and removal of the Waking Watch requirement. It was not intended to cover Waking Watch operating costs or provide direct payments to leaseholders.
• Delays to the installation programme were also caused by repeated difficulties obtaining access to individual properties, extending the period the Waking Watch remained in place and increasing costs for all leaseholders.
Residents are entitled to question expenditure and challenge decisions. However, such discussions are most productive when based on accurate information and full context. Reviews that omit key facts can create a misleading impression of both the circumstances faced and the significant efforts undertaken to maintain safety and compliance.
