Rip Off

Hello

I actually give this company a 0 rating. I hate this water company. For one they bill you with the rent. I moved into an apartment called Del Mar in Rancho Cucamonga and the sad part is the Leasing Agents don't tell you that there's a water bill attached to the rent. They omit that information until you move in. I promise if I'd known I would not have moved in these apartments. You get billed with this company for the whole building. You can try to use the least amount of water and it doesn't matter because you will be billed for other neighbors usage. I know to always ask first if you deal with Conservice water company and if so avoid them like the plague. This company will never get a dime from me once I move from this rip off Del Mar Apartments. With this water company you help pay for your neighbors water usage. Info is power and these people render you powerless by not mentioning this big detail when your signing your lease. Everyone stay away from any complex that uses this water company and always make sure you ask about the water bill before you sign a lease.

Complete scammers

Complete scammers. Just understand if your landlord uses this service, end your lease. It will be cheaper than staying. They are thieves and will give you the run around when you demand an invoice. I waited for 3 weeks when they said it would be 3-5 business days to recieve my requested invoice and breakdown of the charges they slapped on top of my other charges and they emailed me today stating view the attached file to see my invoice but they didn't attach anything.

This company is full of thieves.

I moved into my curreExtremely high and unexplained electricity charges right after move-innt complex on…

I moved into my current complex on August 17, 2025, and soon after received a Conservice utility bill totaling $267.83, including $125.98 for electricity alone for the period Aug 17–Sep 11 — less than one month.

According to Conservice’s own statement, my unit allegedly used 1,223 kWh in that short period. I am a single occupant with normal usage (lights, fridge, washing machine). AC and heater are mostly off. This level of electricity consumption is highly unusual for a newly occupied unit.

I contacted Conservice multiple times and was told the readings are “correct,” yet no clear explanation was provided for how such usage is possible immediately upon move-in. The leasing office acknowledged that this amount is abnormally high, and multiple residents in the complex are reporting similar billing issues since Conservice began managing utilities.

Conservice continues to redirect responsibility to the leasing office instead of providing transparent documentation (clear meter verification, historical comparison, or allocation explanation).

I am formally disputing these charges and am requesting a supervisor-level review and written clarification. If unresolved, I will escalate through formal consumer-protection channels.

This appears to be a systemic issue, not an isolated case.

EXPOSED: THE CONSERVICE BUSINESS MODEL

Conservice is not a utility company. It is a billing operation designed to extract money from tenants who have no choice and no recourse.

The model is simple: Install faulty meters. Bill for phantom usage. Deny disputes. Delay resolutions. Bet tenants won't fight over small amounts. Multiply across millions of units nationwide. Keep the difference.

561 BBB complaints in 3 years. Thousands of identical stories across Reddit, Facebook, and tenant forums. Unexplained spikes. Charges for vacant units. Bills during periods of zero occupancy. Written admissions of meter faults followed by zero refunds.

Did someone said Class A potential ?

This is not incompetence. Incompetence gets fixed. This is strategy.

Customer service exists to exhaust you. Hold queues. Form letters. Promises of callbacks that never come. "Under review" for months. Designed friction until you surrender.

They know state utility fraud laws. They calculate settlement costs versus profits. They settle with lawyers. They stonewall everyone else. The math works in their favor when most tenants give up over $50, $100, $200.

Landlords partner with Conservice because it is profitable for them too. Tenants have no alternative provider. No competition. No accountability. No regulatory enforcement.

Before signing any lease, ask one question: Who handles utilities?

If the answer is Conservice, you are not renting an apartment. You are subscribing to a billing scheme with no opt-out.

Research them. Read the complaints. Exposed.

"FAULTY" METERS. ADMITTED FRAUD. ZERO REFUNDS.

Conservice overcharged me $2,000 over 33 months. Their own written letter admits the meter was defective. Charged hundreds for electricity I never used. Bank statements prove I was not even present during peak billing periods.

They acknowledged the fault. Promised resolution. Refunded nothing.

This is not a billing error. This is a documented business model.

BBB: 561 complaints in 3 years. Reddit and Facebook flooded with identical stories. Unexplained usage spikes. Billing for vacant units. Phantom consumption. Same pattern across thousands of tenants nationwide.

The strategy: Overcharge small amounts across thousands of units. Bet most tenants won't fight. Pocket the difference. Settle quietly when lawyers appear. Continue with everyone else.

Customer service is designed to exhaust you. No callbacks. No resolution. Form letters. Delays. Wait until you give up.

I have the bills. I have their admission letter. I have bank proof. Still no refund.

Texas Property Code 92.331 mandates treble damages for utility billing fraud. They know the law. They calculate the risk. Most people won't sue over $200. They keep millions.

Before signing any lease, ask: "Who handles utilities?" If the answer is Conservice, find another apartment.

You will be overcharged. You will have no recourse. This is not a warning. This is a guarantee.

Con Service

For months I've tried to switch water and trash since August 2025 it was switched and they continue to charge us an additional $25 plus their monthly fee. They are contracted with Tricon and I have email after email trying to get these charges reimbursed and removed. The water bill again was added and again charged the additional fees. They don't respond or they respond with a bunch of BS. Worst company business practice ever! Please do not rent from a place that uses this service...you will regret it!!!

This is an absolutely horrible website

The website experience has been extremely frustrating. When attempting to pay my bill, the system indicates that payments cannot be processed online and instructs me to contact the leasing office instead. Additionally, there is a significant lack of transparency regarding the charges on my account. The absence of clear, detailed billing information makes it difficult to understand what fees are being applied. This combination of technical issues and poor communication makes the platform one of the worst I have encountered.

Worst experience

I normally don’t write reviews, but my experience with Conservice has been extremely disappointing. My spouse and I have been living in our apartment since September 2024, and everything was normal until around April–May 2025, when our water and sewer charges suddenly became extremely high and completely unreasonable — over $120 to $150 per month, despite absolutely no change in our lifestyle or usage.

Our apartment maintenance team performed a bucket test and confirmed the issue: our water meter is over-registering and counting far more usage than what is physically possible. They told us directly that the meter is inaccurate and needs to be inspected.

Despite this, Conservice has still not corrected the problem.

We contacted Conservice multiple times, and every time we were told someone “will come as soon as possible,” yet months have passed and no technician has ever come. No inspection, no correction to the bills, no communication, no timeline — nothing.

Here are real examples from our billing history:

• Sep–Oct 2024: 2,160 gallons
• Sep–Oct 2025: 6,970 gallons (more than triple the previous year)
• July 29–Aug 11: We were out of town for 2 weeks
Yet the billing period shows 4,340 gallons used and we were charged $95. This is impossible.

Even after maintenance confirmed the meter is faulty, Conservice continues billing us based on incorrect readings. We feel ignored and dismissed, and this has caused significant stress for us as a household.

We simply want accurate billing and a functioning meter, but Conservice has made this process extremely difficult. Overall a very disappointing and frustrating experience, and I hope others do not have to deal with the same issue.

Worst company

This is the worst company I have ever dealt with. I wish the apartment complex would work directly with the water and electricity providers instead of using Conservice. Their customer service representatives are not helpful at all — they simply repeat scripted responses and provide no real solutions.

Most recently, they claimed they can’t access the meter at my apartment complex, so instead of fixing the issue, they’ve been estimating my charges for three months. I’ve been dealing with this incompetent company for far too long, and they still can’t resolve a simple problem.

If Conservice thinks it’s acceptable to estimate my bill for months, I wonder how they would feel if I estimated how much I choose to pay each month.

Overcharged and reimbursed

Overcharged and reimbursed multiple times in rental properties in Annapolis, DC and Alexandria Virginia. No idea why this company is so widely used but they are committing fraud. I am 90% sure of it if not it’s negligence.

Misleading SCAM

No breakdown or justification — I have requested, multiple times, to see how the monthly charges are calculated or to see the underlying utility invoices. I have yet to receive a clear explanation or documentation.

Arbitrary allocation — The billed amount appears to be a proportional share of the total community usage, not based on my actual usage. This is especially problematic in months when I was away or used very little.

Excessive fees — The amounts charged are far higher than what I reasonably expect for my usage. There is no clear link between usage and charges.

Lack of response — My inquiries to Conservice have gone unanswered or received generic replies that don’t address my concern.

Stealing Money and calling it credit

Conservice added Vacant Charges to my bill that belong to a different building and different meter, let alone a different address. I contacted them to fix it, gave them the proof, they realized their mistake, but they are refusing to fix the current bill, stating they can only give me credit for it next month after I pay it. Side note, they also charge me double for the amount of water I use. There is literally a water meter on each apartment, but they don't check them. They just make larger apartments pay more for water.

Useless and predatory company

This company doesnt really do anything other than charge mostly college students in corporate apartments bullshit fees for utilities that conservice has nothing to do with. One of the most cancerous businesses i have had to interact with. avoid if at all possible!

Beware!!!

Be very careful of any rental company using Conservice. I spoke to them today because my final electric bill was the highest one in a year. Nobody was in the house for over 1/2 of the last month - no lights, air turned up, no activity. I was told they looked at last months bill and just estimated what it might be. Not actual usage, just a guess. I saw a few reviews where they replied that they pass along the bill from the utility company, that is not true and I was told this by Ricky in customer service. My bill was an estimate, not factual. Poor way of doing business and definitely taking advantage of the consumer.

unnecessary useless service

no way to contact them. their bots are non responsive they send emails that are not necessary. i pay and receive all my bills directly on the property website, their bills and emails are unncessary and just another way to rip off tenants. extra cost. trying to talk or email someone is impossible. property managers should just get rid of them. also they will not provide evidence to justify the bills so not sure what service they provide. i want them to stop emailing me their useless, unnecessary emails but there is no way to contact them.

This company deserve zero stars

These people deserve zero stars. I would take stars away if I could. I will never rent again from a place who uses them. I pay my utility bills through my utility company and my apartment uses these guys and they keep charging me vacant utility fees, saying my power and electric is turned off every month Which is not true, but I have to pay them or I’ll get an eviction notice and then they’ll research it and give me my money back the next month then it starts all over again every single month.
