If you go to Amazon Publishing Partners you'll get started with a chat, and then they will pass you off to one of their many scams. If you pay them money, watch... all charges come from APPXDOMELLC out of California. There are hundreds of these little scams, each a little different, BUT THEY HAVE NOTHING TO DO WITH THE REAL AMAZON! Amazon is currently suing all of them they find.
